El 2023 fue un año confuso para la construcción: nuestros esfuerzos como sector para reactivar la peculio post pandemia no fueron suficientes. La desaparecido ejecución de obras de infraestructura y la inquietante disminución de licitaciones públicas, principalmente por la lenta aggiornamento de presupuestos, son todavía factores que determinan el panorama contemporáneo de Magallanes.
Recordemos que la inversión pública en nuestra región es preponderante, ya que corresponde al 70% de la inversión total, por lo que cuando ésta se frena, impacta directamente en el empleo y en consecuencia en la calidad de vida de nuestros trabajadores y trabajadoras y sus familias.
La situación es preocupante. En el trimestre móvil septiembre – noviembre 2023, la construcción cayó del tercer al botellín puesto en actividad económica en Magallanes que aporta puestos de trabajo, quedando por detrás del comercio, la despacho pública y defensa, el transporte y almacenamiento, y la enseñanza.
En términos concretos, en el trimestre señalado, la ocupación en el sector de la construcción a nivel regional contabiliza 7.959 trabajadores y trabajadoras, lo que significa una disminución del 16,33% respecto al mismo periodo 2022, es afirmar, se han perdido 1.553 puestos de trabajo en el extremo año.
El desempleo en nuestro sector está directamente relacionado con la desaparecido cantidad de proyectos de infraestructura que se están llevando a agarradera actualmente. Según el extremo Referencia de Macroeconomía y Construcción (MACh), a nivel doméstico, la inversión en construcción registró una caída de 4% en 2023 y para 2024 se proyecta una segunda caída consecutiva, registrando una variación de -0,4%.
Si acertadamente es cierto, este año deberíamos tantear una recuperación por el sensación de inversión pública -que a nivel específico se encuentran principalmente en la Política de Progreso de Zonas Extremas (Pedze 2.0) y en el convenio Mop-Gore- aún persiste un tablas financiero agorero que obstaculiza y ralentiza inversiones privadas, tanto en materia de vivienda como de infraestructura.
Nuestra convicción es que este panorama se puede revertir. La construcción tiene potencial para crear trabajo y ser el motor del crecimiento financiero, como lo ha sido históricamente. Sin bloqueo, no podemos hacerlo solos. Hoy es secreto alentar la alianza público-privada, no sólo entre las empresas y las entidades públicas, sino entre todos los actores que tienen la posibilidad de crear condiciones que ayuden a crecer y a reponer a las deyección y expectativas de los magallánicos.
Está en nuestro ADN trabajar duro y construir, y por eso en septiembre presentamos como sindicato 25 medidas para impulsar la reactivación, el crecimiento y el empleo. Con estas propuestas buscamos construir nuevos puestos de trabajo, nuevas oportunidades, obras que resuelvan deyección urgentes y que lleguen a los territorios donde son requeridas.
Impulsar la inversión y elevar el crecimiento debe ser una causa transversal, que convoque a los actores del sector manifiesto, del mundo privado, de las organizaciones de la sociedad civil y de la comunidad. Y, así, entre todos, estaremos construyendo una mejor región.
