Con representantes de distintas instituciones, se reconstituyó la Comisión de Control y Seguimiento del Acuerdo de Concesión de la Zona Franca de Punta Arenas, que tiene como objetivo fiscalizar el pacto de la concesión del circuito franco que hoy está en manos de la Sociedad de Rentas Inmobiliarias S.A.
Tras el conferencia, el representante Jorge Flies comentó que deben resguardar una continuidad histórica de documentación, especialmente durante el periodo de pandemia. “El deber es reconstituir informaciones que tenemos en datos, pero que no han sido informadas formalmente”, comentó el representante Flies.
La autoridad regional explicó que se prostitución de la continuidad de una comisión, ya que, como gobierno regional están a cargo, por el traspaso de competencia el Ocupación de Hacienda de la delegación de la concesión de Zona Franca. En ese aspecto, cuando fue intendente realizó un liberal trabajo con Impuestos Internos, Organización, Aranceles y dijo que ahora, ya entregada por Hacienda la competencia, lo que están haciendo es reconstituir esta comisión de seguimiento.
Explicó que ”en periodo de pandemia, hay documentación o seguimiento que fue congruo más escéptico en cuanto a número de documentos seguidos, entonces tenemos que reconstituir información que tenemos en vaivén que tienen que estar informados, formalmente, al gobierno regional, pero por separado tenemos del suscripción de la concesión, que este año fueron 3.900 millones de pesos. La concesionaria tiene que reinvertir en el circuito el 6% de sus ganancias y eso significa que son reinversiones que quedan posteriormente para el Estado”.
Además hay un ámbito de difusión de zona franca, de las garantías, tanto a los usuarios como a la comunidad y potenciales clientes. Además hay un compromiso contractual con la ZF, que deben seguir y certificar permanentemente que, lo que se está pagando por la concesión, es lo que corresponde. “Eso es lo que se ha podido seguir sin problema en todos los primaveras, pero sí en otros ámbitos, especialmente en la inversión, tenemos que trabajarlo y mirarlo y seguirlo con la institución pública y eso es lo que hoy día hemos constituido nuevamente”, explicó.
La mesa estará compuesta por un total de seis integrantes que serán los siguientes: el administrador regional, quien la presidirá; la jefa de la División de Fomento e Industrias, quien actuará como secretaria técnica; la jefa de la División de Planificación y Exposición Regional; el patriarca de la Dispositivo Administrativa de Control e Inspecciones de la División de Presupuesto e Inversión Regional; el asesor procesal (todos del gobierno regional) y el director regional de Aduanas.
Reinhold Andronoff, director regional de Aduanas, comentó: “Nosotros somos parte parte de la comisión de revisión porque nosotros tenemos información acerca de los procesos, transacciones y de los usuarios donde iremos cuadrando que todo se haga de acuerdo al pacto” declaró.
