La Policía Doméstico y Vigilancia Aduanera de la Agencia Tributaria han desmantelado, en colaboración con la Policía Doméstico de Ecuador, una presunta estructura criminal dedicada al tráfico internacional de cocaína desde Ecuador oculta en contenedores de fruta y al jalbegue de capitales usando un complicado entramado empresarial, con la detención de 32 personas, 13 de ellas en España.
Más de 800 agentes han formado parte del eficaz policial para desarticular una red a la que, entre 2019 y 2022, se le han intervenido 3.210 kilos de cocaína en diferentes países y 200 kilos en España introducidos a través del puerto de Algeciras (Cádiz), según ha comunicado este viernes la Policía Doméstico.
Otros 18 detenidos en Ecuador y uno en Reino Unido
Encima de los 13 arrestados en España –siete en Málaga, dos en Barcelona, dos en Madrid, uno en Cádiz y uno en Valencia– hay otros 18 detenidos en Ecuador y uno en Reino Unido.
La investigación, sufragada con fondos de la Comisión Europea, permanece abierta y se inició en 2020 al detectar en España a un patrón italiano, de origen argentino y estable en Marbella (Málaga), que controlaba compañías dedicadas a la producción y exportación de plátanos desde Ecuador a Europa, así como centros deportivos en Marbella, centros comerciales en Obús y negocios de hostelería y ocio noctívago, sobre las que se detectaron indicios de financiación oculta detrás de una apariencia mercantil admitido.
Agentes de las unidades antidroga y expertos policiales en la lucha contra el jalbegue descubrieron vínculos entre el investigado y el tráfico de drogas por mar. Así se comunicó a la Fiscalía Peculiar Antidroga de la Audiencia Doméstico, que asumió la investigación hasta que se hizo cargo seguidamente el Magistratura Central de Instrucción nº 1 de la propia Audiencia Doméstico.
Dada la complejidad de la investigación, se acudió a la cooperación internacional, coordinada a nivel jurídico por la Fiscalía Peculiar Antidroga y a nivel policial por EUROPOL. Incluso se pidió la colaboración de los consejeros de Interior de España en Ecuador y Rusia, y los agregados de Interior en Albania, Bélgica, Países Bajos y Turquía.
¿Quién dirigía esta estructura criminal?
Esta estructura criminal era dirigida presuntamente por un ciudadano albanés estable en Ecuador y por el patrón italiano residente en Marbella, quienes dirigían empresas productoras y exportadoras de fruta desde Ecuador a todo el mundo, con un tamaño de negocio de cientos de contenedores exportados anualmente.
Gracias a este negocio, apunta la Policía, disfrutaban de una holgada situación económica que les permitía un suspensión nivel de vida y gastos millonarios, como comprar inmuebles en lugares exclusivos de Marbella, Guayaquil o Dubái, o desobstruir nuevas vías de negocios, tales como el ocio noctívago o el deportivo.
Para ocultar la cocaína en los contenedores de fruta, tenían la colaboración de personal en los puertos o de empresarios dedicados a la importación de fruta, que simulaban una relación lícita de comercio para introducir la droga en sus países.
Países Bajos Bélgica, Rusia, Rumanía, Albania y España
La red empleaba diferentes métodos para trasladar la cocaína hasta Europa y fue en el año 2020, a posteriori de la incautación de más de 1.100 kilos de cocaína en uno de sus contenedores en Países Bajos, cuando empezaron a achicar el tamaño de los envíos a entre 15 y 40 kilos de droga.
Contaminaban varios contenedores a un mismo importador y si la sustancia era interceptada, la empresa exportadora negaba su implicación en el remisión ilícito.
Según la Policía, la estructura estaba perfectamente estructurada y el investigado estable en Marbella, en concreto, proveía la transporte de sus empresas de exportación para realizar los envíos y coordinaba el entramado financiero para el jalbegue de capitales, para lo cual contaba con un mandatario especializado y recogía mosca en metálico para introducirlo en el mercado admitido.
Los agentes detectaron entregas de mosca en Barcelona entre ciudadanos ecuatorianos y el entorno del patrón gachupin, llegando a intervenir en 2021 un millón de euros ocultos en el interior de un transporte.
Durante la investigación se han acreditado envíos de droga a Países Bajos, Bélgica, Rusia, Rumanía, Albania y España, donde la estructura contaba con dos empresarios para introducir la droga por Algeciras que han sido detenidos y vinculados con el narcotráfico en anteriores operaciones.
El prospección de los investigadores ha permitido aflorar un patrimonio blanqueado por valencia de 36 millones de dólares en Ecuador y 12 millones de euros en España, así como detectar que varios de los investigados estarían blanqueando sus beneficios ilícitos a través de la adquisición de criptoactivos.
En los 22 registros realizados en las provincias de Málaga, Barcelona, Obús, Madrid, Valencia, Cádiz y Sevilla se han incautado casi 500.000 euros en efectivo, más de 12.000 dólares, mosca en metálico de otras monedas extranjeras, un armas corta, 12 vehículos, relojes de entrada gradación, terminales móviles y material informático. Incluso se han inmovilizado inmuebles por un valencia más o menos de 12 millones de euros, bloqueado 88 productos financieros e intervenido por vía jurídico cuatro empresas.
Por su parte, en Ecuador se han intervenido más de 2.300.000 dólares, nueve vehículos, nueve armas de fuego, se han inmovilizado 22 inmuebles y múltiples productos financieros y se han intervenido seis entidades jurídicas, lo que ha permitido detectar un patrimonio blanqueado de 36 millones de euros.
